The program
Aus4Skills Phase 3 is a ten-year DFAT-funded program partnering with the Government of Vietnam to strengthen bilateral ties by supporting Vietnam’s human resource development priorities. Focused on higher education, the Vietnam Australia Centre, and vocational education and training (VET), the program builds workforce-ready, inclusive, climate-adaptive skills, public sector leadership, and alumni networks. It targets gender equality, disability and social inclusion, and support for disadvantaged Australia Awards students. Outcomes include stronger Australia–Vietnam strategic partnerships, enhanced public sector leadership and women’s advancement, and industry-aligned VET that meets labour market needs while promoting social equity and sustainable growth.
The role
The Manager, Higher Education and Engagement leads strategic and operational delivery of Aus4Skills Outcome 1: ensuring Australia Awards alumni use their skills, networks and knowledge to advance bilateral development priorities and strengthen Vietnam–Australia relations. You will drive innovative, evidence‑based scholarship, alumni engagement and higher‑education activities in line with DFAT guidance. The role provides high‑level strategic advice to DFAT and the Senior Management Team, oversees budgets, risk and staff, and manages stakeholder relationships at strategic and operational levels while remaining hands‑on in day‑to‑day delivery.
Key responsibilities
- Lead strategic engagement and stakeholder relationships to support bilateral relations and drive program outcomes
- Develop annual workplans, oversee reporting, briefs and evidence‑based decision‑making
- Manage programming and budgets for Scholarships, Alumni and Higher Education activities to time, scope and quality
- Design and deliver higher education initiatives as required to strengthen bilateral university partnerships
- Ensure use of monitoring, evaluation, learning to inform continuous improvement and showcase impact through strategic communications
- Lead, mentor and manage the team and consultants; ensuring a high level of compliance and risk mitigation.
Selection criteria
- Postgraduate qualification (or equivalent senior experience) in education, international development, HR or project management
- Proven experience building and managing strategic partnerships with government and higher‑education institutions; Australia alumni an advantage
- Minimum 5 years program management experience with team leadership and successful delivery of donor‑funded initiatives preferred
- Experience designing, delivering and evaluating higher‑education, scholarship or alumni engagement activities
- Excellent English and Vietnamese communication
- High‑quality reporting, facilitation and stakeholder management, knowledge of GEDSI, PSEAH and risk controls
- Collaborative, culturally sensitive, detail‑oriented and adaptable with strong problem‑solving and time‑management skills.
